The faction of the Rivers State House of Assembly led by Martin Amaewhule has formally notified Governor Siminalayi Fubara of their decision to shut down the State Consolidated Revenue Fund.
This decision was reached during the Assembly’s fourth legislative sitting of the second session of the 10th Assembly on Monday.
At the plenary, House Leader Major Jack highlighted the governor’s continuous violation of the Nigerian Constitution’s Sections 121 and 122 by spending from the Consolidated Revenue Fund without an Appropriation Law.
In a statement signed by Martins Wachukwu, Special Assistant on Media to the Speaker, the Assembly members unanimously condemned Governor Fubara’s disregard for the Constitution. They expressed strong support for the immediate cessation of expenditures from the Consolidated Revenue Fund.
Speaker Martin Amaewhule criticized the governor’s actions, stating, “It is unfortunate that Governor Fubara now sees violation of the provisions of the Constitution and judgments of courts as a way of governance.” He emphasized that the House would not overlook the governor’s repeated constitutional violations.
Consequently, the House resolved to inform the governor of the shutdown of all expenditures from the Consolidated Revenue Fund. They also decided to notify the federal government, relevant agencies, banks, and both local and foreign donor agencies about the situation, advising them to refrain from any transactions with the Rivers State Government until issues related to the 2024 Appropriation Law are resolved.
